The Indian Navy successfully conducted its Annual Safety Review 2025, the eighth iteration of its premier safety conference, from 02 to 03 July 2025 at Southern Naval Command, Kochi. The high-level event, conducted in hybrid mode, integrating both in-person and virtual participation, was attended by senior officers from Naval Headquarters (NHQ), representatives of all Command Headquarters, and members of the Safety Class Authorities, underscoring the Indian Navy’s steadfast commitment to safety and operational excellence.

Vice Admiral V. Srinivas, Flag Officer Commanding-in-Chief, Southern Naval Command, delivered the keynote address, highlighting the strategic imperative of safety in maritime operations. The detailed proceedings of the two-day review were chaired by Vice Admiral K. Swaminathan, Vice Chief of the Naval Staff (VCNS) and Chairman of the Indian Navy’s Safety Committee. His leadership guided the deliberations focused on evolving robust frameworks to enhance safety and mitigate operational risks.

The Annual Safety Review serves as the apex forum for assessing and reinforcing the Indian Navy’s safety architecture. This year’s review placed a strong emphasis on fostering a proactive safety culture, incorporating lessons learned from past incidents, and aligning procedures with global naval best practices.

One of the pivotal highlights of the event was the launch of the Safety Trend Analysis Tool (STAT). This advanced analytical application has been jointly developed by the Indian Naval Safety Team (INST), Kochi, in collaboration with the Bhaskaracharya National Institute for Space Applications and Geoinformatics (BISAG-N), a premier organization under the Ministry of Electronics and Information Technology. STAT is designed to enable data-driven decision-making, offering insights into incident trends, risk factors, and compliance across naval units. The tool is expected to bolster predictive safety measures and enhance operational resilience significantly.

In addition to STAT, the review also witnessed the release of a comprehensive Compendium on Safety and Risk Management Initiatives, documenting best practices, recent improvements, and future plans. This compendium is intended to act as a doctrinal reference for ongoing and upcoming training, maintenance, and operational protocols.

The event saw participation from senior leadership across all three primary naval commands—Western, Eastern, and Southern Naval Commands, as well as the Andaman and Nicobar Command (ANC), India’s only tri-service theater command. These commands, along with the Safety Class Authorities, presented briefings on their respective safety initiatives, challenges encountered, and proposed solutions.

The deliberations covered a wide spectrum of safety-related agenda points, including but not limited to:

  • Operational risk mitigation
  • Human factor analysis in accident causation
  • Fire safety aboard ships and submarines
  • Weapons safety protocols and ammunition handling
  • Aviation safety within naval air squadrons
  • Shipyard and dockyard safety compliance
  • Incident reporting standardization

Through collaborative discourse, the Navy reaffirmed its commitment to minimizing mishaps and embedding a zero-tolerance approach towards safety violations.

The Indian Navy conducts its Annual Safety Review at the highest level each year, in alignment with global practices adopted by blue-water navies.
