In a significant step forward for maritime security and domestic defense manufacturing, Goa Shipyard Limited (GSL) successfully launched ‘Achal’, the fifth Fast Patrol Vessel (FPV) of an eight-vessel series being constructed for the Indian Coast Guard (ICG). The vessel was launched during a ceremony that took place on June 16, 2025, at GSL’s shipyard facility in Goa.
The 5th FPV ‘Achal” was launched by Smt. Kavita Harbola, in the presence of Additional Director General Anil Kumar Harbola, Coast Guard Commander (Western Seaboard), DDG(M&M), and personnel from the Goa Shipyard Ltd. The induction of the 5th FPV ‘Achal’ underscores the strategic importance of the FPV series in India’s maritime defense framework and showcases the growing capabilities of the nation’s indigenous defense manufacturing under strategic initiatives like the Aatmanirbhar Bharat and Make in India.

FPV ‘Achal’ – Design and Technical Specifications
The FPV Achal has been designed and constructed under stringent compliance with dual-class certification from both the American Bureau of Shipping (ABS) and the Indian Register of Shipping (IRS). This adherence to dual classification not only guarantees operational efficiency and safety at sea but also aligns with international standards in naval engineering.
With a length of 52 meters, a beam of 8 meters, and a displacement of approximately 320 tons, Achal stands as a testament to GSL’s robust engineering capabilities. The vessel is powered by a Controllable Pitch Propeller (CPP)-based propulsion system, enabling a maximum speed of 27 knots, vital for high-speed interdiction and rapid response operations.
Enhancing Coastal Surveillance and Security
FPV ‘Achal’ comes equipped for multi-role operations in India’s Exclusive Economic Zone (EEZ) and adjacent maritime territories. Its operational roles include maritime patrol, surveillance, law enforcement, anti-smuggling operations, and coastal security. It is also designed to ensure Protection of Offshore Assets (POA) and Island Surveillance Operations, reinforcing India’s ability to secure its critical maritime infrastructure.
The integration of indigenous systems and state-of-the-art navigation and communication equipment makes ‘Achal’ a force multiplier in enhancing the Indian Coast Guard’s tactical presence across the western seaboard.
A Milestone in Indigenous Defense Manufacturing
Constructed with over 60% indigenous content, Achal is a significant milestone in India’s commitment to Aatmanirbharta in defense manufacturing. The project aligns with the vision of the Ministry of Defence’s Make in India initiative, fostering national security through domestic industrial capability.
India has recently made strides in indigenous defense manufacturing, particularly in domestic shipbuilding. It has fostered military-civilian jointness, thereby promoting private-public partnerships in indigenous production. By taking into account the recent launch of ‘Tavasya’, the second frigate of Project 1135.6, by Goa Shipyard Ltd., and the construction of a jetty at Vizhinjam Harbour, the nation is set to welcome a new era of aatmanirbharta.
The FPV project, with a cumulative value of ₹473 crore, has provided a major boost to local MSMEs and component manufacturers across the country. The construction of these vessels has catalyzed employment and supported supply chains in both private and public sector enterprises.

Present at the launch ceremony were Shri Brajesh Kumar Upadhyay, Chairman & Managing Director, Goa Shipyard Ltd, along with senior representatives from the Indian Navy, Indian Coast Guard, and the shipbuilding ecosystem. Their presence reaffirms the collaborative commitment between defense forces and public sector shipbuilding enterprises in realizing strategic maritime assets.
Addressing the gathering, CMD Upadhyay reiterated GSL’s mission to deliver world-class naval platforms that support India’s coastal and EEZ security. “With every vessel launched, we contribute not only to maritime defense but also to national pride through indigenous capability,” he said.
