Raksha Mantri Shares Vision For ‘Adaptive Defence’ Strategy At DDD 2024

Raksha Mantri Shri Rajnath Singh inaugurated the Delhi Defence Dialogue (DDD 2024) on November 12. It is a flagship platform of Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA) to address the multifaceted challenges faced by the Indian defense forces. During the inaugural Shri Rajnath Singh addressed the crowd and reinforced the Narendra Modi-led government’s resolve to create an “Adaptive Defence” strategy. He also raised his concerns regarding the need for urgent evolution of existing defense strategies.

Understanding Adaptive Defence

Shri Rajnath Singh described the need for an Adaptive Defence strategy and a proactive approach to national defense and security. The Raksha Mantri also highlighted the inadequacy of “merely responding” to existing threats. The proposed Adaptive Defence approach emphasizes the preparedness for emerging challenges and being proactive. This involves being situationally aware, having enough strategic and tactical flexibility, and integrating advanced technologies such as AI and drones.

“‘Adaptive Defence’ is not merely responding to what has happened but anticipating what could happen, and preparing for it proactively. In essence, it involves cultivating a mindset and capability to adapt, innovate & thrive, even in the face of unpredictable and evolving circumstances. Situational awareness, flexibility at strategic and tactical levels, resilience, agility, and integration with the futuristic technologies are the keys to understand and create adaptive defence. It must be the mantra of our strategic formulations and operational responses”

Modern Threats Demand New Approaches

The minister also acknowledged how technological advancements are reshaping traditional warfare and defense planning. He expressed his opinion on the evolving nature of cyber threats, hybrid warfare, and psychological operations, thus creating a “Grey Zone” of conflict. This further emphasized the need for India to adopt defense strategies that can be adaptable enough.

“As the threats to our nation have evolved, so too must our defence systems and strategies. We should be prepared for all future contingencies. It is more than just protecting our borders; it is about securing our future.”

Advancements in Technology and Self-Reliance

Raksha Mantri also highlighted the importance of self-reliance in a nod to initiatives like Aatmanirbhar Bharat. He then continued to signify the need for advanced drones and AI to integrate with the current defense infrastructure, stating the following:

“India is aiming to become a drone hub of the world. Several initiatives have been taken in this regard. This would not only help the Indian economy but also significantly contribute to our Make in India and the Aatmanirbhar Bharat programme. We are already working to improve Research & Development through reliable certification mechanisms, and facilitate Indian Intellectual Property creation in this sector. Additionally, we have also introduced rewards for innovation through the schemes of iDEX and ADITI”

He also reiterated the success of the early Make in India campaign and cited successful indigenous projects like Light Combat Aircraft Tejas, the INS Vikrant, and the growing export of defense items. He also revealed the government’s ambitious target of reaching Rs 50,000 crore in defense exports by 2029.

The Importance of Collaborative Defense

Shri Rajnath Singh was also vocal about the current complexities of geopolitics and the need for international collaboration. He highlighted the need for joint strategies in the face of modern threats like cyberspace and AI. Further, he expressed his views on the importance of collaborative defense solutions. For this, he remained optimistic towards forums like the DDD 2024, as it can serve as a critical platform for discussion on joint defense collaborations and responses.

Advancing India’s Defense Vision

The DDD 2024 is crucial for the Government’s vision of Adaptive Defense. Various policies were detailed that can drive India’s defense sector forward, including the Defence Acquisition Procedure (DAP 2020), Defence Industrial Corridors (in UP and TN), and similar indigenization initiatives under Aatmanirbhar Bharat. Shri Rajnath Singh also expressed his confidence in the Government’s approach to Adaptive Defence and noted that it aligns with regional and global security needs. This will not only bolster the nation’s defense but is more likely to foster a resilient and technologically advanced domestic defense industry.
