I agree with your surmises. Although Para SF should be reserved for strategic strike role they are particularly useful in hybrid war conditions where terror mis the key component of a campaign. Thus a segment should always be reserved for that role. It is absolutely a truism that without a proper leadership demonstration by the command element the close integration between Para SF and RR will never be achieved and without that integration Para SF will be forced to function in an intelligence vacuum. I used to have joint ideating sessions with RR and SF commanders at different ranks to motivate them towards this.
